VAT is a State subject. The list of goods exempted from tax is included in VAT Schedule A/I/1/First Schedule. The nomenclature of schedule varies from State to State.

Generally, the list of exempted goods contains commodities comprising of natural and unprocessed products in unorganized sector, items which have social implications.

Few examples: agricultural products, milk and milk products, handicrafts, eggs and meat products, jute, books and periodicals, charcoal, vegetables and fruits, khadi goods and garments etc.
