nope he can only claim abatement upto 75%.
The issue is setlled for period before March 2008 by Tribunal judgment.
In my view even after this date cenvat credit can be utilised for payment of service tax on goods transport.
Post the amendment it is clear that the credits on input services cannot be used for payment of input services liability. Only for output services available.
