yes.
If the agreemnets (between commission agent and the service receiver) provides for reimbursement of Salary then off course service tax will be aplicable.
Please ref. circular B1/4/2006-TRU dated 19.04.06 read with rule 5(1) of service tax determination of valuation rules 2006
