now the question is can he claim service tax input on other services except under RCM

No ,Cenvat credit cannot be cliamed ...because the pre-condition of every abatement notification is that if abatment opted then , NO credit of inputs& \input services to be availed...
wHENEVER ANY ABATMENT IS GIVEN, IT IS GIVEN ON THE CONDITION THAT YOUN WILL NOT CLAIM ANY CREDIT IN THIS REGARD.SO,YOU CAN NOT TAKE CREDI.
