An unregistered document under section 17 of registration act, 1908 can be used in any legal proceeding to bring out indirectly the effect which it would have if registered. Is it true? Brief with reason please

In a legal proceeding an unregistered document shall be having its own evidentiary value.  Once a fact is proved against a particular party/personam and the court gives its final verdict this can be used qua rem (public at large).

The example could be collusive litigation involving unregistered document wherein a injunction is sought by two colluding party qua the third one and suit is decided and decreed.  Then subsequently based on the decree a public notice is issued which shall be operating on public at large.
