Transfer of epf or keep it as is basis.

If someone switches his job and his new employer does not provide EPF, can he continue his contributions towards the EPF?
Or his EPF account is considered to be inactive? If he can contribute, tell the procedure of contributions.
Please note he is into the job for 2 years. If he withdraws, the amount becomes taxable. What is the best possible way to cope this situation.?
