i came to know y is this happening..!!

Its because of Salman Khurshid( Minister of ROC.If i spell his name correctly)

he tempted ICAI again for the reconstruction of transfers of articles..!!

hence the decision has went into consideration with ICAI..

plz give some more information about transfer bceause time is going on but institute not give any information.
