In simple words transaction value is the one at which the goods are cleared from the factory.

In simple words  a price at which goods are sold, but as excise is on removal frm the factory. this price is suitably adjusted for taxes paid, transport charges and other adjustments.. so that we can get a price on which goods are cleard frm the factory..
