Recently incometax department changed the TDS certificates i.e. nothing but Form 16 & Form 16 A, in that form the department is allotted by TDS Unique Transaction Number (UTN).

What is meant by TDS Unique Transaction Number (UTN).  How the process to know the TDS Unique Transaction Number (UTN).  Whether every assessee again would register before the incometax authority like 49A, 49B like that, or else,  after we uploaded the Form 24Q or 26Q the department alloted the TDS Unique Transaction Number (UTN).  If department is alloted the TDS Unique Transaction Number (UTN) where we can find.  Please give me full deatils about the recent changes in the TDS.

I understand that UTN shall be generated after filing form 17 with ITD electronically.

Hi,

I am an ERP professional responsible for the development of this new Legal change in TDS payment and filing.

As per what we have understood, there is now a pre-requisite of online PAN verification for the entire TDS process. The UTN is a number given by the government site corresponding to each supplier PAN that we send for verification. For more details on this you can check the link https://www.tin-nsdl.com/onlinepanintro.asp. So we have a UTN corresponding to each PAN once we have verified the PAN numbers along with the information if the PAN is a valid one maintained with the government.

Now my question regarding this is that does the Company reporting tax have to verify all the Supplier PAN numbers? Or is the onus on the Suppliers to provide the PAN number for that supplier, the corresponding UTN and if the PAN number is a valid one? So here it is possible to have a UTN for a PAN which is not a valid one.

UTN is required by every body to get credit of tax deducted at source which will be generated by NSDL website on filling up of Form No. 17. Without mentioneing the UTN tax credit will be not permitted as per the law, hence everyone must ensure hmself that UTN is shown on TDS certificate.10UTN's can be genr\erated by NSDL just on filling up form No. 17,and if deducteres are more they can be generaqted lateron and shall be informed through mail.Deductee can also log on and see the UTN

 Can v get the UTN no in that AS 26, where in which we can see the tax credits during the Financial year of a particular PAN no

 

UTN is Unique Transaction Number, which will be alloted by NSDL upon making payment of taxes in form No 17. Further NSDL is in process of alloting UTN for the TDS payments made in FY 08-09. tat's why a new coloumn is incorporated in ITR Form. This UTN will be alloted after filing TDS return by all deductors.

I think one can not file IT Return electronically / paper format in the present scenario, whose Tax has been deducted at source, because he will not be having UTN. And in the absence of UTN the return can not be uploaded.

Income tax deptt is accepting the return in paper format without UTN. I had submitted the same and they had accepted it.

Income tax dept. accepts these paper returns without UTN numbers.But the NSDL is not updated yet with the new form.Every one cannot wait till july untill the website generates UTN.

Does anyone have any idea about the structure of the UTN? Does the PAN of the person whose tax has been deducted form a part of the UTN? If not, is the UTN going to be a purely numeric piece of data or otherwise? Any help would be appreciated in this regard.

The concept of providing UTN for each of the TDS payments is a novel idea in the process of matching the TDS payments with the PAN of the deductees and for eliminating any possibility of double claim or fraud by 200%.

 

But the entire concept involves allocation of UTN by the IT department server and transmission of the same through e-mail to the tax deductor every time a TDS payments is made.

 

The possible bottlenecks could be:

1.Will the present infrastructure in the IT department is sufficient to generate UTN in respect of around 10000 Crore transactions that takes place in a year.

2. Will it be feasible for the individual tax deductor or deductee to correctly quote the UTN (which comprise of nearly 16 digit alphanumeric information) for each of the payments. Will it not multiply the existing problems in quoting wrong TAN or PAN, etc.

3. The entire process would also substantially affect the very payment of TDS itself in a large number of cases.

 

But the good news for the moment is the concept of UTN is given a temprorary cold storage. Hope it would come out in a tax payer friendly avatar soon!
