if a person liable to deduct tds on inerest paid but he received 15 g from receiver then is he liable to submit tds return.

Yes, disclose the Pan in the TDS return and tick the space of 15G/H received.

yes, you have to file return without TDS deduction. only you have to select the option of Form 15g received against that PAN.
