As per the amended section 194C, through Finance Act (2) of 2009, No deduction shall be made from any payments made to a contractor during the course of business of plying, hiring or leasing goods carriages, on furnishing of his PAN to the deductor.

This provision is applicable on payments made from October 01, 2009 to March 31, 2010.

if we are making payment or booking the bill in d month of oct,09 for the services rendered before oct,09, whether  the tds shud be deducted on the same.

I dont think any TDS should be deducted as TDS is attracted at the time of payment or at the time of crediting the account whichever is earlier. As U booking ( crediting ) in the month of Oct , so no TDS should be attracted.

TDS IS TO BE DEDUCTED AT THE TIME OF PAYMENT OR CREDIT WHICHEVER IS EARLIER. SO TDS IS NOT TO BE DEDUCTED IN THE GIVEN CASE.

PAYMENT AND BILL BOOKED AFTER 01/10/09 THEN TDS IS NOT TO BE DEDUCTED

 Tds not to be deducted

TDS IS REQURIED TO BE DEDUCTED EITHER ON PAYMENT OR BOOKING BASIS IRRESPECTIVE OF THE PERIOD TO WHICH THE SERVICES PERTAINS TO... EVEN IF THERE WAS A REVERSE CASE WHERE SERVICES WILL BE RENDERED LATER (WHEN (SAY) THE RATES HAVE REDUCED) TDS WILL BE DEDUCTED AT CURRENT RATE... HOPE THIS ANSWERS YOUR QUERY...
