A service provider.. Renting of building gets annual income from rent from a govt.establishment Rs. 3 lakh . But he is below the gst threshold limit hence not registered.
Whether TDS is deductible by the Govt. Establishment.

Yes GST TDS will be deducted by Government organisation
TDS under GST has to be deducted from the GST registered party only and not from the GST unregistered party.
Because, if you deduct TDS under GST from the party, you have to remit TDS GST in GST portal with party's GST number.
