Yes it is required. But the truck unions do not allow you to deduct the TDS.

if truck union is the assessee of income tax e.i. PAN is alloted of income tax dept. there is no TDS deduction. if no PAN is truck union TDS is deductable.( no tds charge is transportor if union is transport business)

REMEMBER that from 1.10.2009 No TDS on payments made to transport contractors if PAN is submitted. But the payer has to submit pan detais to it dept. If no pan tds is @ 1% for individuals & 2% for others. From fy.2010-11 if no pan tds is 20%.
