TDS ON SECURITY GVEN TO ELECTRICITY DEPARTMENT

If an assessee gets interest on security given to electricity department (interest amount liable to TDS)

then is it not department's  responsibility to deposit the TDS?

Department has not deducted tis and is now claiming the same with interest from assessee.
