TDS on discounts

I have a query: The newspapers and TV channels advertise on their media.  The advertisements are collected from agents.  The media allows discounts to such agents or as it actually happens that agents after deducting their commission will pass on the balance to the media.The media calls it a discount in its books.  Whether TDS is to be made on such discounts.
