Quick Summary
Under a JDA. monetary payment to a farmer attracts TDS @10% u/s 194-IC, regardless of agricultural land status. Section 194-IA exemption doesn't apply. Filing ITR for refund doesn't automatically affect BPL status.

Yes, if the transaction is under a Joint Development Agreement (JDA), you must deduct 10% TDS on the monetary payment to the farmer under Section 194-IC, as the specific agricultural exemption found in Section 194-IA does not apply here. There is no minimum payment limit for this deduction.

Okay, does farmer looses his BPL card of he file incometax for refund!!
