It depends upon the nature and the type of the transaction .If the payment is made to professional person such as chartered accountact, doctore, Cost accountant and other within the meaning of professionals as specified in the section 194 J, such payment shall be liable to TDS under 194J however in can where admin services are provided by the person other then a professional, TDS deduction liability arise under section 194C
My answer would be much clear if you give the type of person who is offering professional services
