TDS deduction under s.194.C

Whether TDS needs to be deducted under s.194c if I renovating school and for it I am making payment of 69,000 , which includes payment both for tiles ( material) and his work.

If contract is given for lumsum payment then yes tds has to be deducted @ 1%
If labour portion is specifically mentioned in the invoice and that portion is also below 30000 then you are not required to deduct tds on bill.
