TDS will be deductible on basic value of the Service. It's mean TDS can't deductible on GST Tax...
Ex:
Basic Value - Rs 50000
C/Sgst 18% - Rs 9000
then TDS will be deductible on Rs. 50000 only...

C/Sgst 18% - Rs 9000
then TDS will be deductible on Rs. 50000 only...
TDS to be deducted on the basic value (i.e. excluding the GST). As per the circular issued by the CBDT dated 19/07/2017. For your reference herewith attaching the circular.
