Tds deducted but not paid and not paying

Hi,

I have 2 such parties who have deducted TDS while releasing the payments due to us but haven't deposited it with the TDS dept. This has been verified with the Form 26AS. On contacting them to release a cheque for the short payment or pay TDS, they simply ignore our requests.

I'm sure there is a way for us to initiate some legal procedure against them. Just not sure what and how.

Kindly advise!
