TDS credit of Minor

As per GST Act, the TCS deducted by ecommerce will be reflected in supplier's electronic cash ledger...my query is while filing GSTR 3B, should supplier include the TCS amount in eligible ITC?

@ deepika garg, there is No such provision in gst in this regard u setoff your output libality by using your ECL i.e. TCS !!! other views are highly appreciated
