TDS Claim for Inoperative PAN

If TDS is deducted @ 20% for having inoperative pan due to not linking with aadhaar, can he claim this 20% tds after linking pan with aadhaar and making his pan optative again?

Yes, He can claim this TDS amount through filing of ITR...

It wont show in form 26AS or TIS .... so its a lengthy process to get refund. 

Fresh application
Even the pan is inoperative, TDS will be reflected in Form 26AS and you can claim refund. But refund will be credited in account only of PAN & aadhar will be linked.
