Quick Summary
If your PAN was inoperative due to not linking with Aadhaar, leading to a 20% TDS deduction, you can indeed claim this amount. After linking your PAN and Aadhaar to make your PAN operative again, you can claim the TDS refund by filing your Income Tax Return (ITR). While it might not immediately appear in Form 26AS or TIS, the refund will be processed once your PAN and Aadhaar are linked.
Even the pan is inoperative, TDS will be reflected in Form 26AS and you can claim refund. But refund will be credited in account only of PAN & aadhar will be linked.
