What is the exact use and meaning of TDS and TCS ?

Tax deducted at source (TDS) means that tax is deducted at the source of income generation. The person who makes payment (buyer) deducts the portion of tax and get it deposited with government.

Tax collected at source ( TCS) means that seller collects an amount equivalent to tax from buyer at the time of making sale.

Both TDS and TCS are tools to minimise tax evasion by taxing income at the source of generation itself.
