Yes, it attracts TDS but only if it excedds the limits.

If u are receiving regular bills and it comes under the meaning of contract then TDS under Section 194C is applicable. Keep the limits also in mind.

Yes TDS has to be deducted on the whole amount when the aggrigate of the regular bills exceeds the specified limits.

If it is a contract between two party than tds will be deducted under 194C,
