from which month tcs applicable 0.75 percent new rate

It is from the next date of annoucement. It means it is applicable for all invoices or payment made on or after 14th may 20.

From 14th May to till 31st March 2021.
Finance minister has announced the same on dated 13.05.2020, which is applicable from Dated 14.05.2020
This concession in the rate shall be available for the tax deducted or collected between 14-05-2020 till 31-03-2021.
