Is TCS will applicable, in case of coal export to Nepal.

As per my knowledge "TCS is applicable as the Goods is Coal which is chargeable under TCS at 2.5% rate and if goods send to four specific countries viz nepal , bhutan , Myanmar and 4th country i don't remeber now ,are not considered as Export"
