if a person is working for a foreign company in south africa but it is work from home job. will income earned by him is taxable in INDIA as already company deducts tax while paying salary.is he required to file income tax return

If he is working from India then he you need to determine the residential status.
For Indian residents global income is taxable
For Indian residents global income is taxable

If NRI then there is no tax if you prove that income accrue or arise outside India.
You say... work from home I.e india then his resident then all income earned will be taxable in india
