Is stipend paid to articles taxable or exempt as Scholarship? If taxable then under what head- salaries or other sources?

Stipend Paid to articles can not be classified as Scholarship and therefore it is taxable under the head Income from Other Sources.However expenses reimbursed (eg Travelling & Conveyance) to articles can be excluded while computing his taxable income
