if a proprietorship firm provides GTA service of Rs 719527/- during the financial year 2009-2010 is he liable to pay service tax ,( the bill amount not contain service tax )

Service Tax is applicable to the assessee when the turnover exceeds Rs. 10 Lakhs in any previous year.
In your case, no service tax applicable if the turnover of business is not above Rs. 10 Lacs during the financial year.
