I need the incometax clearance certificate for tender purpose how can I get it?

I.T. department has abolished the scheme of issue of tax clearance certificate w.e.f. 01.01.2003 by N/N F.NO. 153/191/2002-TPL Dated 13.02.2003. copy of notification attached.
