RATES OF TAXES ABD SURCHARGE ARE NOT MENTIONED IN ANY SECTION/RULE..THERE IS FIRST SCHEDULE TO EVERY FINANCE ACT WHERE RATES OF TAXES AND SURCHARGE ARE MENTIONED

Ya there are four schdeules under which it makes out the surcharge fall under the first schdeule
