Surcharge and E.Cess on TDS

While deducting TDS under sec. 194C for Aug 2009, do we have to deduct surcharge and education cess as well or simply deduct 2%. Pls guide me.

while deducting TDS under sec 194C for aug 2009,we have to deduct surcharge and education cess in addition to normal rates.....with effect from 01.10.2009 the rates have been changed and we need not deduct sc and ec while making payment/credit...

Surcharge and Cess have been removed by Finance Bill (2), 2009 on TDS amount. Only on salary, surcharge and cess should be deducted. These provision will be applicable from the day Finance Bill becomes Act.
