Can a dealer, registered under composition scheme, provide services upto Rs. 5 lacs per annum?

I think this is proposed ammendment in GST but no such notification has released till date.
yes it was the proposal only & nothing being notified by council in this regard , so composit dealer cannot provide any services for single penny
