sir if we billed to same state but material delivered to other state then what we charged igst cgst sgst?

If you are billing to same state, CGST & SGST will be charged and ship to party will be the place where goods are delivered.
The bill to party vendor will raise an invoice to his customer(ship to party in your case) and charge IGST on it.
