As per GST Law, is it mandatory to have the invoice number generated in squence for each state?

Yes it is advisable to have sequentail invoice numbering state wise.
Thank you very much for the input., But is it "mandatory" as per GST law to have sequential number state wise Invoice number?
It is not mandatory but practically you should have state wise invoice number because registration will be state wise
