Dear friend you can afixed stamp on the certificate and you can also afxid stamp on a plain paper with reuisit value of stamp paper as per the rate applicable to that state .

Affixation of stamp (probably you are talking about revenue stamp) is not the proper way of payment of stamp duty. The stamp duty is State subject and you will have to approach Collector of Stamp (shamnath marg) for payment of consolidated stamp duty. After due procedure, Collector of stamp will issue an order and provide you challan and based on challan you will have to deposit the stamp duty with the Delhi Govt. Treasurey (i.e SBI, Tishazari) and after that the Collector of Stamp will issue the final certificate for payment of consolidated stamp duty.
