St 1 submission

I have problem with submission of ST 1. ST 1 was rejected for want of address proof and twice I have to surrender and create third one with the address (which is not full) one mentioned on the Rental agreement. But I am not able to submit ST 1 third time. I get a error message, "Your Request Can not be Processed, Please contact the System Administrator." I am not usre whom to contact and request suggest me what to do.
