whether Slab rates for Tax computation in case of individual is applicable for NR individual or not?

Yes
slab rates of individual shall be applicable for non resident also. However NR will be eligible only for slab benefit of Rs. 250000 and not of Rs. 300000 or Rs. 500000 irrespective of the age of the NR
