Share dilution

in a private company can one shareholder increase his shareholding without informing other shareholders, therby diluting the shares of other shareholders?

How can one shareholder increase his shares without intimating others
I don't think that is possible. Increasing share capital if it is permitted as per Companies Act requires lot of procedures like passing resolution alteration of MoA, registration of alteration with RoC etc...How can just a person do all this by himself without the consent of others.??
