It is not mandatory to have an existing business to start a Retail Mobile Business.
You can start your business without any worries.
Apply for a Shop Act License, VAT No. (when turnover exceeds Rs. 5 Lakhs

Not neccessarily, you can start any business provided u comply with statutory obligations such as taxation in the prescribed manner.
