Are you registered under service Tax then you are required to file service tax return instead of services of nil amount.

FIND THE EXPENSES YOU DO, SUPPOSE TELEPHONE BILLS ARE ADDED WITH SERVICE TAX AND MANY MORE EXPENSES ARE ADDED WITH SERVICE TAX. AVAIL THE OPPERTUNITY

Sir,
I presume that you are availing credit of service tax on input services to utilise the same towards payment of excise duty. Since you are not providing any service, and not liable to pat service tax as an service receiver, you are not reqyured to file service tax return.
It depends on whether you are registered under service tax or not. If you are registered, then you are supposed to file service tax return.
