Service tax on rent

A house owner has been claimed Service Tax on Rent for the period from June'2007 to Oct'2007. But he has got the Service Tax Registration No. on 13.09.2007. The Rent bills have already been paid (excluding Service Tax) as under:-

Now my question is whether he can claimed the S. Tax from the month of June'2007 onwards where as he has got the S.Tax registration No. on 13.09.2007.
