Service tax on LLP without GST Resgistration?

Service tax and or GST applicable on Income /profit of 1 lakh even without Service tax / GST registration?

Can a LLP provide service without Service tax and or GST registration?

Yes, if the turnover of the LLP is below the threshold limit then it can provide services without GST registration.

Service Tax is not applicable in India anymore.

Means LLP will provide services untill 20 lakhs limit without any registration and return filing? Only ITR Return?

when ever the gross receipts > Rs. 20 lakhs then registration is required under GST 

exception - Sec 24 (Compulsory Registration) 

If your business turnover is above 20 lakhs than GST is very much applicable to you.
