hi

my uncle turned 60 years on 7th march 2013 and he has retired from service on 31st March 2013. Will he be considered as senior citizen for purpose of tax calculation?

Yes. Assessee should be at the age of 60 yrs or more at any time during the previous year. so your uncle  is considered as senior citizen for AY 2013-14.

Even if your uncle had turned 60 on 31 march 2013 .He would have been a senior citizen so the answer is yes

Yes, as per the Income Tax Act for claiming various benefits for a senior citizen, the assessee should attain the age of 60 AT ANY TIME DUTING THE PREVIOUS YEAR.
