I have received Arrears salary of 2015-16 Asst Year in 2019-20 Asst Year. But I haven't filed ITR of 2015-16 Asst Year till now.
Can I claim relief U/s.89.
if yes, can you give me reference.

Let go 89 Relief
Include arrear salary in AY 2019-2020 under Salary head
You can not fileForm 10E for 89 relief which is must.
File ITR immediately as last date is 31st Aug
