Do parents need to be dependant on children if they(children) claim medical insurance of parents under section 80D?

No. this section does not says that parent needs depends on children. if you are paying your parents mediclaim out of your income then you can claim This ded upto rs 30000
from a. y. 2019-20, if the parents are senior citizens, then deduction is allowed up to 50000
