As per section sec-288 of IT Act, an assessee or an authorised representative can attend before the income tax department

Authorised representative means a person authorised by the assessee in writing  to appear on his behalf

Therefore in your case before authorising  the person ,.make a written letter to the income tax department that i am authorising so and so person to appear before you on behalf of me
