Sec 80 EEA :- How to calculate property value

Is it the amount on which I have paid the stamp duty for the property in FY 2019-20 or is the total amount that I have paid to the builder.

say for example stamp duty was paid on 2,000,000

but I have paid builder 4,900,000

Loan amount 3,500,000 taken in FY 2019-20

So, will one be eligible to claim deduction under sec 80EEA in the above case ?

First deduction should be claimed u/s 24(b) then u/s 80EEA 

Max 1,50,000

Amount of Deduction : Interest on housing loan  

Whether this deduction can be availed if the person opt for new rates of taxes.

Sure Naveen,  but not everyone can claim deduction u/s 80EEA, if the property value exceeds 45 lakhs. My question is how to determine this property value ?

Property Value depends on the Value as per Register Value on which Stamp duty is levied

So, in the above case

Property value is 2000000 (as stamp duty is paid on this value)

Loan amount is  3500000  

Is this correct that loan amount > property value ?

Stamp Duty Value shall be considered
