my clents received circular from others who are retired from bank in 19-20 ay regarding leave encashment limit extended to 25 lakhs have retrospective effect. can they claim now

The ₹25 lakh leave encashment exemption is prospective, applicable only for amounts received from 1-4-2023 onward. Bank employees who retired in FY 2019-20 or earlier cannot claim the enhanced limit now, irrespective of any circulars or messages.
Leave encashment new rules are applicable . This is pertainingvyo AY 2018 19.
