If client is billed separately for professional fees and ROC fees on MCA e-filing, is service tax chargeable on ROC fees reimbursed by client?

yes ST is chargeable
I had queried Prof Datey, and he feels "ROC fee is not part of value of service and service tax would not be payable".
Can some experienced member throw some light please.
